I'm not a repairman (nor do I play one on TV!) but I'd go *very, very*
carefully on this one. First of all, better to work on the tenon than the
socket of the barrel, which is very thin. If weakened too much, it could
split during assembly of the instrument.

Also, sometimes a repair tech needs to figure out exactly where the
binding is and scrape in exactly the right spot. If you sand in the wrong
place, or too much, you'll end up with a rocky joint and a potential
leak, which can lead to intonation troubles...

If you have access, try a repair tech. For them, it's a lot simpler due
to their experience.
