The Grand Forks, North Dakota High School System has a magnificent
band literature library. I'm not sure if they are on line, or who the
current music director is, but they are certainly worth a letter.

Also, check out the US Marine Corps, and other (Army, Navy,
Airforce). They not only have multiple copies of everything, but they have
had some of the best arrangers, etc. (Sousa, Nestico, etc.) work for them.
You will have to search the web, but I'm sure you'l hit pay dirt.

Also, check out the Walla Walla College Band Program, Carlyle
Manous, Director. His band features honest to god wood wind choirs
(including contrabas clarinets & contra alto clarinets!) Check out WWC.edu,
or something like that.
