Georgia,

You're correct, the #'s do refer to footnotes. My edition is
published by Leduc. The publisher of your edition decided to save money (by
the sound of it) and not use the larger ("French size") paper. Though why
they didn't reduce it is beyond me. Anyway, I'd tell them you want a proper
