The piece you are thinking of is by Paul Harvey and is called Three Etudes
on Themes of Gershwin. I have heard it performed in a couple of concerts,
the most recent being by Monica Kaenzig of the Los Angeles Philharmonic at
the 1995 Clarinet Fest. I don't know of any recordings of it that are
available, but you can probably get the sheet music through any music store
(like Eble, Luyben, or any other good store.
