According the Concert Artists Guild's just-released 1997 Guide to
Competitions, the 1997 Toulon Competition is indeed for clarinet.
Applications are due in March, with the competition taking place in May.
The age limit is 18 to 30, the entry fee is 400 francs, and prizes total
40,000 francs. Here is the contact information:

I happen to the associate director of Concert Artists Guild (a non-profit
organization), so I hope no one minds if I advertise the fact that we
think our Guide to Competitions is a great resource. If you mind, read
no futher. (And yes, I am a clarinetist.)

The Guide lists some 400 competitions around the world listed, it is
cross referenced to you can look up "winds" or "clarinet," and it is not
expensive. I have given all the information Toulon provided, but they
gave less detail than is in most of the listings, such as exact dates, more
comprehensive descriptions of the prizes, whether or not housing is provided,
etc.

The Guide costs $17.95. We accept mail orders accompanied by check or
money order only (no credit cards, alas, as it is too expensive for us).
There is a shipping and handling charge of $4.00 (within the U.S.) or
$6.00 (outside U.S.). If you live in New York, there is also $1.48
sales tax. The Guide can be found in a number of bookstores, including
Pattelson's and the Juilliard Book Store in New York.

We also publish a book titled, "Making Music in Looking Glass Land: A
Guide to Survival and Business Skills for the Classical Musician." If
you want more information on either book, let me know.
