These are my program notes. Hope they help.

Sigurd Christian Erland von Koch was born, and still lives, in
Stockholm, Sweden. Baker's Biographical Dictionary of Musicians reports
that "in some of his later works he endeavors to create a curious amalgam
of folk motifs with 12-tone rows ('12-tone and folk-tone')."

In addition, there is a short article in Groves which also has a works
list attached and tells a little about his style.
