Not having seen one of these gadgets in person, it's difficult to guess
what is its real purpose, but here are two possibilities:

1 Visually cover the instrument to prevent a beginning student from
looking at the keys.

2 Acoustically cover the instrument to prevent the player from hearing
the instrument directly as from the tone holes. Assuming only the bell
is uncovered, the player would hear the sound mainly reflected from the
room acoustics--perhaps an attempt to develop tone.
