You've probably heard a recording of his played on NYC ( 93.9 FM in New York).
He also teaches at Manhatten School of Music, I believe.

They probably got it from the NYSSMA ( New York State School Music Association)
manual listing. Every few years they print a large manual with the different
pieces and grades,etc. It is through this that students can enroll in the state
competitions. You can sometimes get a copy from a music store. Or maybe they
can make a copy of the Clarinet solo section for you.
