From literatures that I got from B&H, it says something like this.

R-13
Preferred in the Untied States for its, intense, penetrating, yet full,
blendable sound.
RC
Preferred in Europe with its softer sound color and easier response.
Festival
Not much was said in the literatures, but i like the festival. I think it's a
really good deal. Silver-plated keys, unstained grenadilla wood, adjustable
thumb rest, gore-text pads, Eb/Ab key, and metalring on tenons.

Notable differences for each model: bore size, placement of keys & the pitch.

All the pitches are for A clarinets.
Regarding which one's better it really depends on which one the player
prefers.
