One place that will sell mail-order is Greer Gardens here
in Eugene. Their phone is 541-686-8266. Of course, this is
cane for ornamental gardens, not specially selected for making
reeds.

I would think you might have to protect it from extreme cold, but it
seems to be fairly hardy. Aridity doesn't sound like a problem if
you water it.
