One good source for works by Latin American composers is:

Latin American Music Center
Carmen Helena Tellez
Indiana University, School of Music
Bloomington, Indiana 47405
(812) 855-2991

This was reported to me by a Venezuelan friend. I'd be curious to know if
anyone has had direct experience with this source.
