Subj: Improving Intonation & Playing Vibrato

Hi, I am a 15 year old clarinet student in Canada and have been playing for
5 years. I have been in 2 local marching bands. In the past year, I have
been noticing that my intonation with other players has been decreasing in
quality to the point where I become flat. So, I changed reeds from a
Vandoren 3 to a Vandoren 3 and a half like the local music teachers told me
to. On the new 3 and a half I seem to always be sharp and it is rare for me
to stay in tune during a performance or parade. Also, I have been trying to
figure out how to play a note vibrato because and other players at my skill
level are learning to do so. Can anyone give any insight on how to improve
my intonation and playing vibrato? Any response would be very helpful. Thanks
