Nancy,

If your instrument is warm and the embouchure and air support are adequate, I
would question a couple of things:

1. what pitch are you all tuning to?

2. could the mouthpiece itself be responsible for the lower pitch?
(considerable variation is possible)

3. is the barrel too long? (keep in mind that this length affects the throat
tones and other notes with a short air column than the notes that have a long
air column)

If you can answer these questions (using a tuner) you will be on your way to
resolving your problem. It seems unlikely that the clarinet itself could
have a lower pitch, but this is conceivable.
