Have someone else, or several others, try your instrument. If both or
all of you are flat, the problem is not you. I have noted that some
mouthpieces play quite low. Maybe that could be your problem. The same
could be said of your instrument. Another possibility. If your
colleagues have no trouble with flatness, then it will be easy to figure
out what the problem is. I hope that helps.
