Some good background information on this piece can be found in the
program notes to John Bruce Yeh's compact disc entitled Ebony Concerto.
The disc includes the Waltzes performed with the recently introduced band
accompaniment. The performance is truly stunning.

Babin was the director of the Cleveland Institute of Music from
1961 to 1973 and also an outstanding pianist. His wife was also a
pianist and they often performed together. A work they often performed
was Hummel's Nocturne in F Major, Op. 99. It is upon this piece that the
Hillandale Waltzes are based. Many people are also aware the Hummel
himself wrote another piece based on this tune, The Variations for Oboe
and Orchestra, Op. 102.

If you can, you might try to get a score to Hummel's Nocturne.
The tune is originally in 4 as opposed to 3.
