Hasn't this already happened in California to some extent. I was
visiting my parents in Santa Rosa a few years ago (probably 1994) and
there was an article in the paper about a controversy surrounding the
local youth orchestra.

Apparently, the orchestra had a new conductor who had cut the section
sizes to the normal orchestral proportions (for example, four flutes
or less instead of twelve). While he had promised to organize other
musical groups for the kids who had been cut, there was a great outcry
from the parents. The basis of their concern was that the programs in
schools had been cut so much that their children hardly had a chance
to play.
