Julianne,
I'm sure my information is not unique, but here goes. It was
written in 1910 for the competition of the Conservatoire National de
France, otherwise known as the Paris Conservatory. Originally it was for
clarinet and piano and it was so popular that Debussy orchestrated it. I
have and old recording of August Perrier playing it and he takes quite
free tempi which are not as languid as those of most players today. He
also doesn't run away with the tempo at the end. Hope this helps.
