Cathleen,

Finale is a program that takes some time to learn but it is one of the
best programs available.

You can transpose things with ease. I use Finale all of the time to
transpose parts I want to reinforce with my bands. You can input notes
and play them back with your Midi keyboard or input them manually and
play back through a SB16 compatable sound card.

If you are a teacher or a student you can get an academic discount.
It is available for Mac or Windows.
