Now that I have my email working properly from home I want to respond
to this message. As a retired Air Force officer (not involved in
military music), I would like to suggest that a direct approach is
best.

I would recommend calling the band and asking them about the
recordings. The Air Combat Command band (which has been
mentioned) is at Langley AFB in Virginia. Call information in Hampton,
Virginia, get the number for the base operator, then call and get the
number for the band. If the person who answers the phone when you
reach the band can't help you ask to speak to the NCOIC and if that
fails try the commander.

Someone should be able to explain their policy on recordings. If they
can't or if you are not happy with the answer, ask for the number of
the office that manages the music programs for the Air Force. I would
expect that there is an office at Air Force Headquarters that is responsible.
Remember that the main justification for military bands is public relations and
recruiting.

(I belive the ACC band has a web site, but I have not been able to
get on.)

This same approach should work for the other services. In the end if
you are not happy with the answers you receive, contact your
Congressional representative. (Before I retired I worked at a unit
that had an unusual display of military equipment. It was used for
training military personnel and, with very rare exceptions, was not
open to the public. One day we gave a VIP tour to the Jones Family
from Michigan, because Mr. Jones had written to his Congressman and
requested a tour.)
