Dear Steve,
It sounds like we are looking at the same version. All I can add is
that I still feel the part is correct as written. However, why not copy
it and send it to me so that I can compare it to my score and my bass
clarinet part? That way we'll know for sure. The other path one may
take is analysis. At number 12, the first two beats are clearly a C
major chord; if you play F-naturals (concert E-flats), you should get a
lot of looks from your colleagues. The second half of measure one is a
B-flat major chord. Your E-flats (D-flat concert) would create the same
problem. Next measure is C and the B major, and so on. I'll be happy
