Neither. If you analyze the sequence that is happening there, I believe it
makes it clear that the note should be a written Eb (concert Db).

I have no manuscript evidence to back this up, but if was not meant to be a
concert Db, then it is the only note in the six measure sequence that is
out of place (something I strongly doubt).
