"this is the only C part for clarinet that I can find
in any of Brahms's works. Does one assume that the movement is to be
played on Bb clarinet?"

There is c clarinet in the 2nd serenade (am early work). In my
earlier post, I pointed out that the symphony part goes down to e-flat
on the c clarinet. The serenade does not do this, so it could actually
be played on the c clarinet. I wouldn't do it, though, becauseof the
important solos in the next movement of the serenade.
