Historically, the answer may partly be that when the clarinet became a virtuoso
solo & concerto instrument, the players didn't like the sound of the C
instrument. It was revived as a special tone colour in the later 19th century.
The E flat also seems to be a development of the (earlier) 19th century; the D
clarinet is much earlier. It would be interesting to know whether there are
*any* (solo) concerti or small-scale chamber works using the C.
