I will let those more qualified than I talk about where to get good
tuning rings, but Dan's inquiry reminded me of a now old but very
useful trick for very slight tuning ring adjustments.

When I lived in NJ, my repair person was Herb Kleeman. He always would
have a stack of plastic calendars, the kind that banks give out at the
beginning of the year. There were roughly the size and shape of a playing
card and made out of plastic.

He also had a hammer and two metal pieces of pipe, both circular of course,
but one of which was smaller in diameter than the other by perhaps 1/8 inch.

He would then take the larger pipe, place it on the calendar card and hit
it with the hammer. A ring of plastic was thus produced. He then took
the smaller pipe, placed it on the ring and hit it. The center part of the
ring was thus cut out and discarded. What was left was a donut of plastic
that fit over the tenon of the clarinet, was waterproof, very thin, and
perfect for this permanent adjustment.

You have to get pipes of the right size to begin and to have the ends
sharpened so that they will cut through the plastic.
