Subj: Clarinet Tuning

What is the best note to use when tuning the clarinet ?? When I first
started playing clarinet we always tuned to a Concert B Flat. When in
college the woodwinds always tuned to a Concert A. I recently attended
a workshop where the entire band tuned to a Concert F.
I guess I really have 2 questions. What note is best to use in a
band setting, and which note (or notes) is best when tuning only a
clarinet section? Any opinions out there?
