Regarding playing problems on the bass clarinet:

Your lack of volume on bass clarinet and the fact that you have trouble
getting the low notes on the tenor saxophone leads me to believe that
you are biting too hard. The bass clarinet and the saxophone require a
firm embouchure but without as much pressure on the reed as you would
use for soprano clarinet. You might also need to take a little more
mouthpiece.

If you feel you are not biting then perhaps its a matter of (dare I say)
voicing the notes...thinking "hee" and raising what I perceive to be the
soft palate. This allows for projection, giving the illusion of volume.
