There are three ways to get almost any dissertation. First, ask the author.
In this case, he is in El Paso.

Second, contact the university where the dissertation was done and see
if will lend it on an interlibrary loan.

Third and most productive, call University Microfilms in Ann Arbor, MI
and ask if they have the dissertation, and what is the cost of a paper
copy, fiche copy, microfilm copy, etc. They have an 800 number. The
average cost of a dissertation (I have a wall full of them, but not this
one) is about $30. It takes a week to get the dissertation. Then you
own it.
