Though there is some (quite a bit actually) 20th century music that could
care less about scales and arppegios, I find your advice to be (even though
"rudimentary") to be some of the most sound and advantageous given so far.

I once read where a famous violinst had told someone that if ever he saw
another professional having problems, HIS advice would be to rehash the
basics.

In today's world where time SEEMS to be extremely rare, so a good basis in
scales and chordal works finds itself scarce.

There are no wierd keys, just unfamiliarity.
