I believe that Kent Kennan in his Orchestration textbook says that 19th
century bass clarinet parts in bass clef have the transposition of a
major 2nd, but that in the 20th century it is customary to always use the
transposition of a major 9th, regardless of the clef. Neither rule was
always followed rigidly, so sometimes you have to check the context,
consider the range of the instrument, compare the part with those of
other instruments in the same range, etc.
