Larry L. mentions a very good dissertation on Debussy. If you have difficulty
finding it, there were also articles in the Clarinet magazine (in two parts:
the first found in Vol. 12, No. 1, pp. 40-42; the second in Vol. 12, No. 2,
pp. 19-22) by the same writer which presents some useful information and
opinions concerning note disputes in the Premiere Rhapsodie. These articles
are based on Nygren's dissertation and may be readily available in a
university library.
As Larry implies, both options are musically plausible, and a convincing
scholarly argument could be made for each. It is a fantastic piece either
