I think your research has paid off. You found some definitions that really
fit this movement: eg.

phrases on the third beat of the measure, etc."" I agree with you about the

Does the first phrase mean "in the polish style" or "as a polonaise"?

OK, here's my opinion. My choice is "in a polish style." On Saturday
mornings and in weak moments, I tune into a local radio station that plays
polish music. The polkas and waltzes are of various tempi, but always
spirited and beaty. I'd say choose the tempo that gives a convincing finale
but is still controlled. My choice would be quarter@-----.
