I agree that the blown pitch of a mouthpiece without the instrument
should sit between c''' and c'''# with a tight embouchure (playing
position). My current, very standard mouthpiece (Vandoren 5RV Lyre) blows
in this range. One I recently gave up would go no higher than c''', and it
played slightly flat for me on certain notes.

As yet, I had not heard of the arpeggio exercises for mouthpiece
alone. But, they do sound like a worthwile way to learn or improve
glissandi/portamenti, as well as one's sense of pitch. I would like to know
more about them. I forget who sent that posting, but thanks to whomever.
