I'm pretty sure the B46 measures 1.17mm for the tip opening and 19 or 19.5mm
the the facing. The B45 (and the B45 Dot, with a larger chamber but the
same tip opening and facing) measures 1.19mm and 20.5 or 21mm. Both are
designed for medium strength reeds [whatever that means]. I played a B46
for eight years, and I was happy with it except the the audible wind hiss it
gave me (through the instrument itself, not from the corners of the mouth).
Recently, I changed to a 5RV Lyre for less resistance (1.09+mm/~20.5mm, I
believe).

In any event, the general progression from closed to open goes like this:

M13 < 5RV < 5RV Lyre < B44/11.1 < B46/11.6 < B40/B45/B45 Dot < B45
Lyre << 5JB
