I use "Music Prose" software from CODA. They also make the "finale"
package, and it is upgradeable as well as compatible. If you have a MIDI
input device it can also directly transcribe.

It has all the expected bells and whistles with regard to transposition,
except it has a "bug" where # b and naturals are sometimes not carried
over the bar line in a tie.

It is about 175US I think.
