Beginning somewhere around 1830-ish, the term Harmonie or Harmoniemusik
(or in England "Harmony Music") began to be used to describe any group
of wind instruments. Thus Elgar's use of the term is very correct for
his epoch.

I do not know why Elgar wrote clarinet parts that you find unsympatheic
to the instrument.
