Clark Fobes suggests that the Nazi occupation of portions of Africa
during WW2 impacted the ability to get mpingo wood.

The Nazi occuption of Africa never extended beyond about 100 miles from
the Mediterranean, very far north of where mpingo wood grows. Also,
since the Germans occupied France, anything that needed to go there
was not inhibited by the German occupation of the port cities along the
Mediterranean coast. Third, most of the French makers had a 20 year
supply of mpingo wood in Paris when the war broke out so even if the
shipments stopped, they did not react immediately.

If any problem did exist because of the war it was due to the fact that
the transportation of general freight across the Mediterranean was
reduced to almost zero by the absence of ships to carry such freight.
Most ships were in the business of carrying munitions and men.
