Do you mean that the comments appear above the original text in a
single message, or that you receive the message with the comments
before you receive the original message?

An appropriate comment to address both of these......

A lot of conventions have grown up around the network & esp with
email. One of those conventions is that you incorporate the relevant
portions of a previous message into your reply. I get hundreds of
messages a week, so if I come back from a trip and have a huge chunk
of mail to read, I'm going to be unable to deal with cryptic little
messages that read "Yes." or "I disagree with you entirely."

Users dealing with lots of email consider it proper netiquette to
do this. It deals both with replies and forwarded messages sent to
people who might not have received the original.

Another net convention is the 'smiley face'. The smiley face indicates
that your tongue is planted firmly in the side of your face.

It saves lots of hurt feelings when you are trying to kid somebody, but
the nuances are lost w/o visual feedback.
