Two brief points --

Usenet (the newsgroups) and the Internet (one of Usenet's many modes of
disemmination) and two entirely different things. The rules pertaining to
the former are not those pertaining to the latter.

The net.cops often don't knock even once. If a service is abused it may
end up being terminated without warning. Deciding about the question at
hand is the province of the adminstrators of our listserv, not of the list
members. I doubt that anyone would react to an occasional private for-sale
message. If, however, we want to be cautious enough to regard this as a
matter of stipulated policy, perhaps the listowners could ask the
LISTSERV=VCCSCENT operators what they feel to be legitimate use of the
services with which we are being provided.
