A friend of mine here at ISU, a piccolo player, recently tried a gold piccolo
on for size :). She feels that the gold picc. produced a sound that was
a lot more shrilly (as if a picc. isn't shrilly in the first place!).
Moral of the Story? Well, the material that a flute/picc. is made out of
does affect the sound.

As for Clarinet decoration, besides gold-plated keys, there are multi-colored
clarients made by Vito. Granted, they're not of professional calibre, but
they sure look good in a Basketball Band!
