probably both--I have found that often with students the tonguing problems
are very closly connected to the breath---not fast enough air or enough
consistent support will render the tongue usless--or closely so.
LIkewise speed depends on the use of the tip--as much as possible, even
though exray studies have shown that the entire muscle moves everytime you
tongue. I have never found double tonguing of great value and in passages
that are really rapid-slur two tongue two is workable--what is most
important is the effect for the intire phrase, not just note by note playing
