Subj: Why the choice of Bb and Eb instead of C and F (or G)?

I've always been curious about the choice to pitch instruments
in Bb and Eb. What possible advantage could that have over
putting 1/2 of them in concert pitch? As someone who doubles
as an avocation and works in the software industry as a vocation,
its obvious to me what happens if you don't have proper standards --
you get the English Horn in a difft key than the Alto Flute!
