Good question - my answer is that it depends on each individual's ability.
A famous French contemporary music bassoon specialist once told me the "only" right way of flutter tonguing on the bassoon is with the "French" R sound at the back of your tongue. (Listen to some of Edith Piaf 's singing to get the idea....)
If you can't do this, try the "hard" Spanish R sound, with the front tip of the tongue, not touching the reed. Practise this by adding flutter tongue after starting the note. It's difficult to start it right away (or at least I think so...). It will often cause intonation to drop, so this will have to be adjusted with breath support.
