The Chartier Reed company is also located in Albuquerque New Mexico
(which is not quite as arid as it used to be, like Phoenix AZ, due to
all the folks living there and watering their lawns, etc.); but reeds
that work fine in the San Francisco Bay definitely dry out quite rapidly
there (I was reared and still have family in Albuquerque).
Chartier makes both "traditional" (french, or short scrape) and
"american style" (long scrape) reeds. It does not sell directly
to individuals, but there are several resellers that I found on the web
using Google Search, e.g.

David Dutton lives in Spokane Washington, which is also a semi-arid
climate and is reputed to be selling oboe reeds; I tried calling a
phone number and only got a busy signal, but he seems to have an
email address at ddutton@-----.org
