My understanding of the Geneva conventions is that they apply only to
military members of an opposing state. Terrorists are terrorists. Partisans
were shot on sight and these insurgents are not an organized militia
representing a state enemy. Now a discussion of human rights might be in
order, and a chat about human decency would be germane, but not the Geneva
conventions as far as I know. I am just a bassoon player and not an
international lawyer.
