My own experience with Rutter is that you can buy the choral book w/
piano or organ reduction, but his music that includes instrumentals is
for hire only. His publisher is Oxford University
Press. http://www.oup.co.uk/music/.

I see the Requiem listed for hire, but not any of the individual
movements nor arrangements. If you have access to the recording
(rather than having heard it on the radio) check the liner notes and
see if it says anything about publisher, arranger, etc.

At the risk of asking the obvious, why not just read the vocal line on
