Here are two books of fairly high quality for German/Short scrape reeds.
The first on this list is fairly new.

HOW TO MAKE OBOE – REEDS by Michael Untch
only photos about to make oboe-reeds. 400 photos

It is made up mostly of (400) photos which should help to get past the
language barrier. i thin´k you can order it from his website. Write to
him in English. I'm sure he can understand it or knows someone who can.
And if you do write to him tell him I (Matthew Peaceman say hello)
This is his website. If you look under "Buch / BOOK" you will find a
preface in english about the content.

The second book is somewhat older but also very well written. But, yes
"written" if your German isn't good it might be less helpful.
Nevertheless there are many photos and diagrams that can be helpful.

It is written by Karl Hentschel and is called:

Das Oboenrohr: Eine Bauanleitung. This is published by Moeck. you can
get it from the German Amazon (www.amazon.de)Here is the exact link to
the book at the German amazon. Maybe you know someone (or maybe YOU can
read German) who can help to order it. There is even a used copy for
sale there at the moment.
