All of these are huge, and likely have massive double reed studios. They
also have good web sites, and I suspect that most of them will have clear
guidelines online for who may participate. OSU, for instance:

"Auditions:
"It is possible for non-music majors with extensive performance backgrounds
to join the OSU Symphony, although competition for wind and percussion
positions in this ensemble is extremely keen. Students who play stringed
instruments can audition for the orchestra by arrangement with one of the
School's violin, viola, cello, or string bass faculty. Alternatively,
violinists can audition at the beginning of each Autumn Quarter by signing
up for an audition on the Monday before classes begin: the sign-up sheet
is posted on the OSU Symphony bulletin board next to the stage door in
Weigel Hall, 1866 North College Road."

It looks like the bands are open to all as well. However, you should also
email the oboe faculty (contact info will almost certainly be online) and
make sure that they would be willing to take you as a student.

(Non-music: I don't know about the others schools, but UIUC has a
supercomputer center and some very good research in a variety of fields
has come out of there. Like the graphical web browser, for instance.)
