Dear wannabe,
Before you can make any judgement about the tuning of that bassoon, you
will have to confirm that the instrument is in good mechanical condition
and it is sealing. If there are leaks, the overall pitch of the
instrument will be high and it will be harder and harder to play (as you
described) as you go lower on the instrument. This is due to the
cumulative effect of the leaks as more pads are closed.
Get it checked out by an experienced bassoon repairperson, then you can
start to make a judgement about the bassoon.
Good luck.

The bassoon that I play from my school is a nice intermediate Renard 222
and it has a major flaw. It's 40 cents sharp and I can't figure what's
wrong with it. I've tried adjusting some of the tuning screws and it
stayed somewhat in tune for about five minutes. I don't know what to do.
Plus, low notes from F and below respond rather sluggishly, especially
when I get to C. It takes several seconds for the note to finally
stabilize and they won't work very well at all when I tongue them.
Please, any advise would be appreciated.
